As strategies of SAN and DHAA, the PNAE holds community participation in civil society oversight as one of its guidelines, as a way of ensuring proper and healthy school feeding, including food and nutrition education in schools´ pedagogical projects, as well as supporting sustainable development with incentives to the acquisition of foodstuffs originated from smallholder farming.
Within the context of SAN and DHAA, Law no. 11,947/2009 establishes an expansion of school feeding service to all basic education students, since high school and adult students were not contemplated by school feeding before this Law. This shows an advance of food and nutrition security, and the right to food of Brazilian students.
Another advancement of this Law consists of the Food and Nutrition Education actions, considering the current Brazilian nutritional scenario in which there is a transition from malnutrition to overweight and obesity. Currently, 53,8% of the Brazilian population is overweight and 18,9% is obese. Food and Nutrition Education transversely implemented in schools´ pedagogical projects contributes to students´ healthy food habits.

The role of smallholder farming in the PNAE

As you could see from the brief history of the PNAE, in the first unit of this course, the Programme is a reference in food and nutrition security policy.

The guidelines of the PNAE, englobed by the Right to Food, are established by Law no. 11,947/2009.

Law number 11,947/2009 is recent, but the guidelines and actions established by it are already executed by the PNAE and, therefore, are known by the executive entities of the Programme.
In the scope of smallholder farming participation, the PNAE Law, upon including the acquisition of foodstuffs directly from smallholder farmers to the Programme, goes in accordance with the set of promoting actions of SAN by supporting local and sustainable development and offering a variety of foods, which respects the local food culture and healthy food habits.
