We finished the previous module talking about partnerships and mapping local smallholder farming production. The next steps cover from a survey of available resources for the acquisition from smallholder farming and elaboration of menus to the determination of prices to purchase from smallholder farming for the PNAE. After, we will discuss Public Calls and their stages.

Verifying budget

In a simple and direct way, we can say that the steps are carefully planned in the scope of the PNAE to ensure the reach of the Programme´s guidelines. The steps we are going to cover in this module require special attention, as they concern smallholder farming purchases for school feeding.

In this context, the first step consists of verifying the value to be transferred from the FNDE to the PNAE and defining how much will be invested in the acquisition of goods directly from smallholder farming. Let´s remember that, by law, this value must be of at least 30% of the amount granted by the FNDE. The Executive Entity is responsible for this inspection.
Obs: It´s important to remember that the FNDE transfers financial resources to states, municipalities and the Federal District based on the School Census of the previous year.
All Executive Entities must comply with a mandatory 30% for the acquisition from smallholder farming, which will only be exempt by the FNDE when one of the following circumstances is proved:
Impossibility of emitting a corresponding fiscal document;
Impracticability of providing regular and constant foodstuffs, as long as goods´ seasonality is respected;
Inadequate sanitary conditions that are not according to Article 33 of Resolution no. 26, of June 17th, 2013.
