Legislation, apart from stating about the operation of a public call, also states, by law, the conditions for this process to happen.
- Prices must be compatible to the ones of local markets (according to performed price researches);
- The principles of the Article 37 of the Federal Constitution must be complied with: legality, impersonality, morality, publicity and efficiency;
- Goods must attend to quality inspection demands established by rules that regulate it.
